Of the actual work done by governorst. Clair in laying the foundations of government under the Ordinance of 1787, little is known. The information that has come down to us has been fragmentary and unofficial. The sec ond volume of this work is an attempt to supply this de feet. Thelarge amount of wholly new material employed in it has been obtained from''various sources - from the papers left by General St. Clair and preserved by his fam ily, from the archives of the State and wrr Departments, and from private sources.
