The return for December, 1866, shows two field officers, one company officer and sixty four unassigned recruits. There was as yet no staff, nor any clerks. To remedy the lack of material for the non-commissioned grades, etc, Colonel Grierson had Captain Louis H. Carpenter sent to Philadelphia, Pa., writing him.
