Mr. Arms said, that a jealousy was entertain ed of undue advantage being procured to partien lar States. In order to remove the impediments, which he supposed unworthy in?uence of State interests on 18 mind might place in his way, he was obliged, as well as disposed, to rest his argu ments upon encrai principles. For these, like truth, upon w ich they are founded, have an uh changeable and uncontrollable authority.
