Description

Excerpt from The Debates and Proceedings in the Congress of the United States, 1913

The sitting member produced the depositions of William Boulden and John Kean. They state that they acted at the election in district No. 2, in Cecil county, in 1820, the first as judge, the second as clerk; and that General Philip Reed was allowed one vote on account of a ticket which had four other names on it, without any other designation than for Con gress. They also state that two tickets were thrown away on account of being doubled.
