In reviewing the laws of war for the purpose of this volume, I have been more than ever struck with the differences which exist as to their principles. It is hoped that those differences have been presented and their history sketched without exaggeration or extenuation. One point which it may be worth while to notice here is the author''s conviction that the common representation, according to which England early accepted from the Consolat del Mar the immunity of neutral goods in enemy ships, cannot survive Mr Marsden''s publication of the Select Pleas of the Court of Admiralty for the Selden Society and his Sia'' Centuries of the Admiralty Court.
