Excerpt from How the War Began in 1914: Being the Diary of the Russian Foreign Office From the 3rd to the 20th (Old Style) Of July, 1914
Now that all the holes and corners of our archives have been ransacked, and all their hidden documents have been published, it is hardly possible to say any thing new about the events which preceded the Euro pean war.
I therefore intend to mention only the most salient moments of this tragic period. I shall, of course, speak from the point of View of the Russian Govern ment, without touching on the actions of its former allies and friends, whose sincerity and straightforward ness have been sufficiently demonstrated by their own authoritative politicians.
