In spite of like political and personal requests in his day, Dr. Wende rigidly adhered to the Civil Service Law, and took the first man on the list, regardless of politics. It is true, the bad preference clause of the Civil Service Act once compelled Dr. Wende to take the second man, a vet eran, with the result that he had to discharge him for good cause within two years. Still his present successor in office, and all those under him, when let alone, so thoroughly appreciate the soundness of the organization first given the office by Dr. Wende, that they, in turn, are solicitous to maintain, and even increase, its reputation for efficiency, a thing that can only be done by rigidly excluding all personal and political considerations from its administra tion; for such considerations have no place when the health of people is concerned.
