Zamboni's essay argues the case with the resources available in 1791 — observation, analogy, and the accumulated experience of quarantine — and without any theory of transmission to stand on. That is what makes it interesting. The recommendations are largely sound, the reasoning behind them largely wrong, and the gap between the two is the space in which public health was invented.
