N the eighteenth century, as the elder Horace Walpole was fond of remarking, Paris was the centre of all the business of Europe, and this, coupled with its proximity to London, which was not more than five days'' journey distant, involved the home government in more active correspondence with its representatives in Paris than with those in any other capital. Even allowing for the fact that of the thirty-nine years that elapsed between io88 and 1727 no less than eighteen were years of war, the mass of material available was so great for the adequate representation of British relations with France during those years that it soon became apparent that it would be impossible to cover the whole ground in a single volume. One obvious breaking place suggested itself. The deaths of Stanhope and Craggs, following closely on the retire ment of Stair from Paris, bring a new section of Whigs to the front in England, and this occasion has therefore been chosen for the division between the first and the second volume.
