Description
The armadas and flotas that carried silver from the Indies had to be paid for, and they were paid for by the averia — a levy on the trade they protected. Who collected it, on what terms, and who bore the shortfall when a convoy cost more than the duty raised, was a running negotiation between the Crown's Council of the Indies and the prior and consuls of the Seville merchant guild. This is the text of one such settlement, agreed in 1640, setting out the collection and administration of the duty and the dispatch of the fleets. Documents of this kind are where the Spanish Atlantic system is visible as it actually worked: not as policy, but as a bargain struck between a government that needed convoys and the traders who had to fund them. This is a faithful print-on-demand facsimile of the 1640 edition, reproduced in full from a library copy.
