It should, however, be remembered that this is but one of other tests of nationality, such as those of race and language, concerning which it is hard to say which is the most important, or again which is the most likely to lead us astray. It seems to me, after carefully considering the subject, that the application of the test of family names is the safest way to determine the extension of any particular nationality. It will often guide us where the tests of language and race-characters fail.
