The chairman, in opening the proceedings, said it was not necessary for him to make any preliminary remarks. The subjects set down for discussion were well known to them, and they were such as they were prepared to discuss. The first was that of out-door relief, in connection with the minute of the Local Government Board of December for the direction of their inspectors. He had to call on Mr. Pearson to read a paper on the subject.
