Revolt from tyranny is not democracy. This is the throwing-off of intolerable burdens that prevent democracy; and as democracy has been prevented, so is there no preparation for it and anarchy results. The tyrannized people go to excess, knowing not the civic restraint of self-discipline. Excess is the Oppo site of democracy. The red revolutions of past and present are the negation of democracy, although the released people may eventually become democratic. Democracy is more stable than despotism.
