Since delivering these lectures in the spring of 1909, I have not had an opportunity to te vise them until now. They are printed sub stantially as delivered; for the sake of cleamess, part of the first has been transferred to the second, thus shortening the former, and length ening the latter. I have avoided, as far as possible, attempting to enforce my points by referring to later aspects of the questions under discussion, presented by recent events.
