IT is by no means an easy task to analyze and compare the characteristics of the four statesmen who were the leading figures in the Peace Con ference at Paris, or to state without reservation the part which each played in the negotiations, the motives which inspired his actions, and the success or failure of his efforts. It is therefore with a measure of hesitation that I attempt to judge the personalities of the Big Four and to give to each his proper place of prominence in the proceedings of that great assembly of the masters of political thought.
