IT is generally admitted that some light may be thrown upon the characteristics and growth of political communities by comparing those of them which are alike. It is my intention in the following chapters to compare political communities; and in order to carry it out, it has been necessary to settle which communities I regard as like one another, or, in other words, to make a classification of bodies politic. There are many possible ways of classifying communities. It will be convenient here to state what classification I have adopted, because in so doing I shall Show what communities I regard as comparable, and shall inform the reader what is to be expected in the following pages.
