Description
This 1946 report was 'prepared at the instance and under the direction of Representative Everett M. Dirksen [1896-1969] of Illinois by the Legislative Reference Service of the Library of Congress.' Dirksen is best known for his Senate career from 1951-1969, in which he served as Minority Leader and played a key role in passing the Civil Rights Act of 1964. He is often remembered for the quip attributed to him: 'A billion here, a billion there, pretty soon, you're talking real money.'
