The first edition of this book was published in 1915. It was intended to state and illustrate the fundamental principles governing the jurisdiction and procedure of the Federal Courts concisely and clearly, so that it would be of use both to those who had previously had little familiarity with Federal practice, and to those who, frequently engaged in the Courts of the United States, wanted readily at hand a precise and accurate statement of the basic rules, with references to the leading cases in which they had been laid down and applied.
The present second edition is enlarged and brings the work down to date. The appendix contains the Judicial Code, with all amendments made to it up to the adjourn ment of Congress in September, 1922.
The author is indebted to Mr. Robert France of Balti more for a verification of the references. Everything else in it has been personally prepared by him.
