The Federal courts, however, have been slow to adopt these changes, and in the matter of taking the proofs and hearing the cause still cling to the old and outgrown practice of tak ing proofs before a master in chancery, allowing solicitors to appear and examine the Witnesses, and the master to take the testimony in writing and report it to the court, to be read at the hearing.
