Undoubtedly the circular stamps of California are the most difficult to classify and list correctly. It will be noted that all values are listed on several varieties of paper. This may not be correct, but it is known that several values do exist on all of the varieties of paper mentioned, and it is probable that all exist.
The stamps of the other States have not been so difficult to classify, and in most cases we have had possession of the stamps before listing, as well as copies of the laws authorizing their issue.
